- Promotion of a unified state policy in the field of state supervision over the use and protection of water resources and environmental protection;
- Development of proposals for improving water legislation and regulations related to the use and protection of water resources;
- Promotion of state supervision over economic entities, regardless of their departmental subordination and form of incorporation in accordance with the procedure established by the legislation on checking the activities of economic entities and other legislation in the field of environmental protection;
- State supervision over compliance with water legislation, environmental protection, norms and rules for the use and protection of water resources by water users;
- State supervision over the availability and fulfillment of the conditions of permission to special water use, limiting norms for the discharge of pollutants into water bodies, as well as the established procedure and conditions for the discharge of these substances into the sewage system;
- State supervision over compliance with environmental requirements when using water management systems and reservoirs, lakes and other water reservoirs used as reservoirs;
- Development and implementation of activities aimed at the rational use and protection of water resources;
- Development of regulatory and methodological documents on the use and protection of water resources;
- Take administrative measures against individuals and legal entities for violation of water legislation in accordance with the current legislation of the Republic of Tajikistan;
- Introduction of scientific and technical achievements and best practices in the use and protection of water resources;
- Implementation of control and management of the activities of Departments, divisions, and sectors of environmental protection of GBAO, regions, cities, and districts for state supervision over the use and protection of water resources;
- Upon request to issue permits for economic entities, state bodies, and citizens to special water use, drilling water wells and the maximum possible water waste in accordance with the requirements of the licensing system legislation and other legislation;
- Consider and submit for approval to the Agency for Land Reclamation and Irrigation under the Government of the Republic of Tajikistan the limits on the use of water for agricultural irrigation from all-natural water sources;
- To make a decision on canceling the permit in accordance with the established procedure in case of violation of the conditions of the permit to special water use, drilling water wells, and the maximum possible water waste.
